Eligibility depends on your store type, floor space, and food assortment requirements.

The license depends on your store type and size. The AGCO outlines which license type applies to your business. Click here to learn more.

According to the AGCO, a license can take anywhere from a few days up to 6 weeks to process an application.

License fees and any associated costs are set by the AGCO and vary depending on type. The current yearly licensing fee is $500 for a convenience store, and $3,200 for a grocery store

To apply for a license, you must create or log in to iAGCO account here: https://www.iagco.agco.ca/prod/pub/ 

Licenses must be renewed though the AGCO before their expiry date. Renewal instructions are available on the AGCO website, linked here. 

The AGCO requires that alcohol on display meet shelf space requirements related to the product display category.

Alcohol pricing must comply with provincial regulations. Please ensure all retail pricing meets minimum pricing guidelines be alcohol beverage type.

All staff involved in the sale, sampling, delivery, or taking orders of alcohol must meet AGCO training and certification requirements.

After your licence is approved, the LCBO will reach out to you within 2 business days with an onboarding form. The LCBO team will guide you through the onboarding process to begin ordering products.

Once you complete LCBO onboarding and are able to log in to their wholesale site, the catalogue will be listed there

Beginning on April 1, 2026, the LCBO is launching a new wholesale ordering platform. All orders (include those previously placed on GMS), will transition to a new ordering platform at www.wholesale.lcbo.com

This system will replace the current Grocery Management System (GMS), which becomes inactive on March 23, 2026 at 6PM. 

The LCBO has shared the following key updates within the new system 

  • You will now have the option to self-cancel orders within 30 minutes 

  • You will continue to receive email alerts about your order status 

  • For convenience store customers, the platform will auto-default to delivery or pick-up for TBS and LCBO supplied product based on your order quantity.

You will be unable to place orders on the Grocery Management System (GMS) beginning at 6pm on March 23, 2026. 

Retailers will place all orders through www.wholesale.lcbo.com beginning on April 1. 

You can continue to view and access invoices in GMS until 12:00 p.m. on March 29; we recommend downloading any relevant information prior to that time.

Retailers will access the system through the new LCBO wholesale ordering website at www.wholesale.lcbo.com. This is where you can place orders, view order history & status, and review shipping details.  

Yes. Retailers will continue to order alcohol through the LCBO, but through an updated ordering system.  

Retailers who previously ordered alcohol through GMS will transition to the new system. 

The LCBO has shared the following information on their website (Future State Modernization Resources | Doing Business with LCBO). Ensure that you review that link for the most up to date information. 

  • March 17 – 23 (6pm): This will be your last opportunity to order via GMS based on your regular scheduled ordering day. 

  • March 23 (6pm) until March 31: You will be unable to place orders on GMS starting 6pm on March 23 in preparation for the transition to wholesale.lcbo.com. 

  • You can continue to view GMS information until the afternoon of March 29 when it will be offline. 

  • March 24 – 31: You will have alternative ordering options which will allow you to place orders for select products from LCBO and/or The Beer Store during this time. You will be unable to order from supplying sources during this time. Further details will be shared in the coming months. 

  • April 1: Wholesale.lcbo.com launches and regular ordering resumes based on your regularly scheduled ordering day. 

  • April 10: Last date to submit a claim on the B2B Claims App online. You will be able to view / download historical data until April 30. Starting April 1, all claims should be made on wholesale.lcbo.com.

The LCBO has shared that starting April 1 (based on your ordering schedule) you will receive an email with your account details so you can start ordering on wholesale.lcbo.com.

The LCBO has shared that there will be no change to delivery fees as part of this transition, and that delivery schedules will remain the same.

According to the LCBO: 

As directed by the provincial government, LCBO is implementing a new wholesale pricing model based on a formula that adds taxes, mark-ups, and fees to the supplier’s quote. The new pricing model closely aligns with industry standard best practices and will streamline and simplify the current wholesale pricing model.

According to the LCBO: 

Out-of-stock inventory will now be identified at the cart checkout stage for LCBO-supplied products. This marks an improvement from the current system, where orders have been flowing through without verifying available inventory at LCBO. This enhancement will help prevent fulfillment issues and improve ordering accuracy.

You may be able to return products to the LCBO if they meet one of the following conditions, per the LCBO’s website

  • If you received a product you did not order or received an overage that you would like to return, please submit a Return/Refund claim. 
  • If you were short a product or received an overage on your delivery that you would like to keep, please submit a Breakage/Shortage/Overage claim. 

  • If you received damaged product on your delivery, please submit a Breakage/Shortage/Overage claim.  Please ensure you submit a clear photo of the damage with your claim. 

  • If you received a QA Product Recall Alert and have the affected inventory, submit a Product Recall claim. 

Claims must be submitted within 72 hours from the day the order was received. ​
